“Now, as 2017 starts, …the  trend for the new year job change generally bypasses disabled people, many of whom are unable even to get into the first rung of the employment ladder, let alone think of fresh pastures”. Rhidian Hughes, Chief Executive of VODG (Voluntary Organisations Disabled Group) blogs about a successful scheme for supporting disabled people into work and says that  despite  challenges such as inadequate funding at national and local level it is important to note progress being made. He also gives a clear call to action for the year ahead.

For change in social care to bring value, it must be messy
 
Alex Fox, CEO Shared Lives Plus, TLAP board member and partner, discusses the role of large scale reform and says that while change is essential the real challenge lies in scaling bureaucracies down to be ‘human and family sized again’, which can at times be 'messy'.

“Transition, what transition?”
 
One of the ambitions for the Integrated Personal Commissioning Programme, Hampshire is for young people with complex needs to move smoothly into their adulthood.  Others include giving 1,000 local people  a personal or integrated personal budget by 2018. Jo Hooper, Operations Manager for IPC Hampshire & former Learning Disability Nurse, offers insights on what’s working for them amidst difficult times for NHS and social care budgets.

Gloucestershire’s strengthened commitment to the IPC programme

Commissioning for Better Outcomes – revised edition for 2017
 
A Local government Association run workshop has reviewed the Commissioning for Better Outcomes framework to see how it could be adapted to inform practice for integrated commissioning between NHS and social care. Input from TLAP, NHS England, LGA, DH as well as ADASS and care providers concluded that while the focus is local authority commissioning, with some changes, it could also provide a useful tool in integrated services. Testing will begin soon. Watch this space for news of updates to the framework.

Work, health and disability: consultation
 
There are fewer than 5 in 10 disabled people in employment, compared with 8 in 10 non-disabled people, and this has been the case for several years. The government is running a consultation to find ways to close the disability employment gap.  They want to hear from a range of people including people with health conditions, disabled people, commissioners and others.  The consultation closes on 17 Feb.
