The purpose of introducing personal budgets is to give people choice and control irrespective of whether they choose to receive their budget wholly or partly as a direct payment.

The Department of Health has produced advice on new contracting models that give people choice and control, such as individual service funds.

ADASS has produced advice for councils explaining how personal budgets can work for people who use council-commissioned services.
