The National Market Development Forum - made up from representatives of the independent sector social care and housing providers and local authority commissioners - has identified the need to for clarity, consistency and simplicity when it comes to the legal side of procurement processes for care and support services. To meet that need, the Think Local, Act Personal Partnership has produced this briefing note to assist care providers, council commissioners and their partners to adopt efficient and streamlined procurement practices. It provides specific advice on local authority procurement of social care, state aid and consultation duties in connection with de-commissioning, cutting grants, charging or changing the F.A.C.S threshold.
