These documents aim to provide practical advice and guidance to people developing Support Planning and Brokerage within Local Authorities. They are the output from workshops involving personalisation, mental capacity and support planning leads from within London Councils.

In Surrey the Supported Self Assessment and Resource Allocation System captures information about the support that the carer needs to continue to care on an ongoing basis. The main RAS looks at substituting for support from the carer (paying for the carer to have some time away from caring).

Carers in Lincolnshire said they want easier access to assessment and choice of who assesses them. In response to this, the Council developed a system for training people in the voluntary sector as trusted assessors for carers.

This is an example of a three year commissioning strategy for carers from Manchester City Council. It sets out a vision and priorities linked with the Carers Strategy and Putting People First agenda including greater choice and control through personal budgets.

Manchester City Council provides carers who have had an Assessment of Need a personal budget to enable them to take a break from their caring role. In October 2009 ADASS and the Department of Health published a set of materials which aim to help councils make progress with implementing Putting People First. These bring together the latest learning from councils and are linked to the Putting People First milestones agreed between ADASS, the Local Government Association and the Department of Health in September.
