Contracting for personalised outcomes draws on learning from six local authorities who have begun to reshape their contracts, processes, range of budget holding options and relationships with the provider market to ensure that personalised services are available for everyone with care and support needs. The report provides a summary of the contractual models identified, a framework for understanding the relationship between them and an account of the key messages for commissioners and providers.

The Department of Health worked with a group of councils, providers, community organisations and people using services to test and refine a method for collating and analysing person-centred information for use in strategic commissioning. We called this process Working together for change.

The Department of Health funded a three-year NAAPS project to test a business model designed to support and stimulate the development of a range of micro care and support services. These can provide real choice for people that need care or support to live the lives that they choose as part of their local community.

Micro enterprises are vital elements of a diverse market that provides real choice to people. However the number of micro providers has fallen over the last five years as a result of the many barriers to setting up and sustaining a micro service, including regulations, legislation and commissioning practice designed for larger organisations.

The vision which underpins self directed support will only become a reality if commissioners and providers find new ways to work together in order to support people in their desire to become active citizens. To do this it is suggested that we need to think anew about how we conceptualise the different groups of people who use social care, now and in the future.
