This study, commissioned by the Care Services Efficiency Delivery programme at the Department of Health, demonstrates that a properly implemented Direct Payments payment process should be, at least, cost neutral and potentially beneficial in terms of cost.

The work will focus primarily on reablement services and will develop further the initiatives that were delivered in phase 1 of the efficiencies project, with projected savings of approximately £17m.
